They offered Seattle and environs a subway for the whole region at 5 cents on the dollar, but the benighted tax-complainers of our faint city whined we &quot;just can&#039;t afford it.&quot; so the Fed gave it to San Fransisco, which is still enjoying and expanding BART. People - you either pay or you doesn&#039;t get a ticket.</description>
