		<description>Unless the Army Corps or Engineers are planning to drain Lake Washington, yes, you should still be able to walk across.  If both sets of locks were left open, the water on the east side of the locks - which is about 20 feet higher than sea level - would all come gushing through until it equalized, so they always need to leave one end of both locks &quot;closed&quot; to hold back the water (and allow pedestrians across).  Draining Lake Washington down to sea level might be interesting to watch, but I think it would cause a few problems...&lt;br&gt;&lt;br&gt;Now, it&#039;s possible that they may restrict foot traffic across the locks briefly, but I don&#039;t see any reason why they would need to do that.  People walking across shouldn&#039;t have any effect on divers in the water below.</description>
