We have been prepping the soil for months to set up the garden. Who would you recommend for starters to get this "Garden Party" started? We are mainly looking for a decent place for vegetable starters and when is the right time to grow?

BH: Swanson's. Pick up a Seattle Tilth Maritime Northwest Garden Guide (~$13) while there. It will tell you everything you want to know.
When will the little one be around next? We'd love to have her over.
I have here next weekend but I have company in town for the weekend. She asked about her new friend this last weekend and we plan to get over there.it was a great time with many more in the future:)
For most veggie starts, you could check out Seattle Tilth's edible plant sale the first weekend in May. For early veggies (peas, greens, ...) buy seeds from Swanson's. And I second Biophile's recommended book.
