White Ford van spotted again

    The white (cream colored) van with people living in it that folks have been writing about here (lic plate known but withheld due to forum rules), was parked in front of my neighbor's house on 21st Ave NW just north of NW 70th st. The folks across the street let my wife know about the write-ups on MyBallard and said they had reported the van to the police. Around 10:30pm as I was reading up on the van I saw a man walk by my house and get into the van so I decided to go talk with him.

    I knocked on the door a couple times and the man emerged and introduced himself as (name withheld). He looks to be in his late 30's / early 40's and seemed very humble (keep reading...), though he admittedly had been drinking quite a bit. His wife was in the back of the van, and while she said hello I could not actually see her.

    I explained that his van has been reported in detail numerous times on a community website and that concerned him. He claims the van has changed hands a few times and he only came into possession of it recently (sounds suspect), but he acknowledged that some months ago he had been parked "near a bad house", whatever that means, and he was using their electricity.

    According to him the police come by almost nightly around 10:30 and put a warning sticker on his van. He said the van does run, but the battery has run down. After we spoke some he said he'd be glad to move the van immediately but would need a few dollars for gas (I call BS). He told me he doesn't get paid until December and so is in a tough spot until then. He also said there's a public program that will be arranging housing for him in a few weeks, though he declined to say which program when I asked.

    Regarding future plans, he said he wants to get out of Ballard and that a friend has some private property he may be able to park on. I said that would be a good idea, and he promised me he'd be gone from his current spot within a day.

    I left that night believing this was just a poor humble homeless alcoholic who couldn't get his life together.

    I decided to speak with him again to emphasize that he should leave the area soon. I had to knock on the windows many times before they acknowledged my presence. After a few minutes he burst out of the van door clutching a 2-liter bottle with some red drink in it, clearly still intoxicated. I offered to get him some gas if he would agree to move right away. He said he doesn't have a gas can and that his battery is being fixed at the shop (?!). He then claimed he was late for work. "Where do you work?" I asked. Then he started to get angry with me, yelling at me "don't you ever knock on my van again!" and "I'm not living in there by the way!" He headed South down the sidewalk still yelling things at me and I went inside and called the police.

    An hour later the police came and told him he had 4 hours to move his vehicle. This was a bluff (read below), but it worked -- within 20 minutes the van was gone.

    My neighbors and I have spotted the van at the corner of 20th Ave NW and NW 65th Street on the south side. We suspect they likely rolled it there as it's downhill and a nearly straight shot.

    POLICE RECOMMENDATION: HOW TO HANDLE THIS SITUATION
    The most effective solution is to call 911 and claim that the vehicle has been there for 72 hours alread, then a parking enforcement officer will come put a sticker on the vehicle so it must be moved or be towed.

    (Unfortunately vehicles are allowed to be abandoned for 72 hours before any legal action can be taken, so if a policeman gives a warning to a vehicle owner it's not likely that policeman will remember or be able to return to the same spot 72 hours later to enforce it.)

    Please continue to report this van to the police. This guy has proven, to me at least, that he's an unstable element.

    NOTE: I've been informed by MyBallard staff that the related posts will be removed since they specifically identify the van owners by license plate and accuse them of crimes. Since those posts are going away I'll recap in a generic way what has been observed:

    - spotted March-May 09 at 14th Avenue NW & NW 54nd Street, drunken shouting matches reported
    - spotted May 09 at 14th Avenue NW & NW 62nd Street, with photo evidence of human waste & toilet paper left right behind the van
    - spotted August 09 on 8th Ave NW just north of NW 73rd
    - the owners apparently repaint the van periodically: it used to be silver, and then light purple (it's now cream colored, looks like house paint) and it apparently doesn't run: people have seen the owners pushing it around
    - the van has a disabled parking permit on the rear-view mirror

    As one of the neighbors mentioned in the original post, I'm disappointed to hear that the related posts about this vehicle and the occupants have been removed. I certainly don't want to contribute to a witch hunt however being able to "google" this person with specific information (license number) helped us to learn quickly and efficiently whether or not we had a down on their luck car camper or if this was a known problem in the neighborhood that we should be wary of. To me, that is what a neighborhood blog should be about - neighbors helping neighbors even if it is mostly virtual.

    Knowing the individual apparently has a warrant out for his arrest for theft among other crimes prompted quick action to involve authorities. I was extremely uncomfortable being home alone with my infant knowing he was parked in front of my house watching our comings and goings. I hope the moderators will reconsider the policy, at least for verifiable information (the link to the city of Seattle website with the warrant info, for example.) As previously reported - this guy has a temper and a system. The van won't stay white for long (and therefore this link won't get found in a search) and the next neighborhood will have to start from scratch in figuring out what they are dealing with.

    Saw it yesterday on 20th just south of 65th. It's cream colored now.

    hmm. yes. don't want to make the people living in vans in front of our neighbors' homes to feel persecuted or something.

    oh well, the topics about lost kitties are helpful enough to the community i guess...

    Why did the posts get deleted?

    Thanks for taking action! I hope they got the message. There's a lot of little kids around here, if there's one thing I detest to see is vans, specially those with blacked out windows.

    Pretty soon the van is going to run out of slope - apparently they push it each time they move. As of today, its at about 63rd and 20th, down a few blocks from 65th where it spent the past week. Only 10 more blocks to go :-)

    BTW - a window is smashed out on it - street side. Maybe, just maybe, Ballard's own team of vigilantes is finally coming to fruition.

    If a vehicle is on the street for more than 72 hours without moving it can be reported. Once reported it will have a notice placed on the windshield stating it must be moved or it will be impounded. If the vehicle is not registered it can be cited and impounded.

    If the owner is causing a disturbance or threatening you, call 911. If you know he has an outstanding warrant, call 911.

    I saw them pushing the van (uphill) a few months ago when they had it parked on 14th so slope unfortunately doesn't matter.

    The problem of people living in their cars is becoming worse here in Ballard because it's tolerated. Take a drive on the street behind Safeway and you'll see a bunch of broken down RV's. I call that street the "street of broken dreams and RV's"

    It's unbelievable to me that the City doesn't do anything to address this epidemic problem.

    It would be an interesting story to learn why some of these people are living in their cars. Is it a temporary solution or is it a lifestyle?

    In an old job I used to have I had pretty regular contact with a bunch of the car campers. From my experience, and I'm not going to assume that this applies to all of them, the ones I dealt with were (with only one exception) a bunch of drunks, addicts, sketchy, thieving, lying, low lifes.
    If you tried to survey them you'd get a different story (and half the time a different name) from the same guy every day of the week. What we basically figured over time was that they had all fallen on hard times due to their own behavior and choices. The story when you filter through the BS goes something like; after being fired for getting drunk on the job and getting kicked out of the house for sleeping with their wife's sister they'd move into the camper in front of their friends house, then burn that bridge by stealing their friends stuff to buy some meth, and the next step is pushing the van around Ballard.
    These guys generally start at the disadvantage of having substance abuse problems and serious ethical and moral judgement issues which alienates them from friends and family and leaves them unable to hold onto enough money to secure an apartment or a real job. They're not good candidates for roommate status, the drugs and drinking makes them unable to stay in the shelters, so where else do they go?
    The issue to us is that these guys don't change their behavior when they're parked in front of your house. If they think they can get away with stealing stuff from your backyard for a couple bucks they will. They don't see any issue with taking a dump in your bushes either.
    Oh, and that one exception? He finally got sick of the sketchy car campers' antics and decided to pull up stakes.

    I'm sure there are some decent people living in campers, but I'd also think that anyone doing that who wasn't a complete F%%%up would be doing it in the driveway of family or a friends house or at a trailer park/RV ground with basic sanitary services.

    Trollswagen: I happen to own a Dodge van with tinted windows. When I purchsed it new 5 years ago I was a drummer in a working band and my day job was as a delivery driver. The cargo area helps me haul things around, the windows let me see things, the tint keeps other people from seeing if my things are valuable enough for them to break in an steal them. Way to generalize there buddy.

    ...and yet just about every burglary with a vehicle description is a white van.

    Just kidding, I know your van is for good and not evil but they really do seem to work for the criminal class as well.
