There's a guy that believes he's the Harbor Master at the Ballard boat launch. I have called him in several times. He believes he's being helpful and he's not.
He yells at people to telling them what to do, how to handle the boat lines, who's next launching or retrieving. Without requests for assistance he’s grabbing lines, yanking boats and slamming them into the dock without fender protection. We’ve seen him drag a $60,000+ ski boat onto the concrete launch pad saying we’ve got enough room for one more behind you. This didn’t leave any room for the person to put the trailer in the water to retrieve the lead boat. I watched one hour last Saturday and he slammed at least a dozen boats into the dock, dragged another one onto the concrete, released a stern line which allowed a boat to go completely sideways on a trailer when someone else came in with women on board. He makes me and my girlfriend uncomfortable and as for my first experience with him, he unexpectedly grabbed my lines, without being asked and slammed my boat into the dock. Which by the way took one hour to buff out and I discovered he left a deep permanent scratch almost completely through the gel coat on the bow/starboard side several inches long. Um... my boat is not a cheap boat either. He will board boats without permission and there are many people who do not allow shoes on their boats. He will step on them with his sandals, covered with sand and gravel again leaving scratches. He's creepy and looks at young girls in a way which is perceive as inappropriate.
Anyway, after telling him nicely several times don't the touch boat or lines... no response... He is not the Harbor Master. I will eventually YELL at him six or more times “DON’T TOUCH!!!”… he will finally respond with a curt “You’re welcome!” Then he'll pester, so where are you parked, how long will you be and so on. It's not his business PERIOD. 99% of all the people do not wish or request to have his assistance.
The goal is to mooch money or alcohol from those at the launch. He's loitering and is what I would consider an aggressive panhandler. He's found an angle. If I don't ask, is it really panhandling?
He’s a nuisance and makes people panic and uncomfortable, and personally causing damage to personal property and jeopardizing the safety of others.
He has a posse of a lot of other drunks which sit on the bench, screaming profanities at each other, making unwelcome comments to boaters, have threatened me, attempted to mooch drugs, alcohol, cigarettes or anything from everyone I know who launches there.
Is it time for full time security at the boat launch? I think so. Let's put up a camera.
