			<content:encoded><![CDATA[<p>Last November, Our Redeemer&#8217;s Church <a href="http://www.myballard.com/2009/11/06/loyal-heights-homeless-shelter-to-close/">decided to close</a> the SHARE homeless shelter in Loyal Heights after the discovery of a convicted child rapist.  This week, SHARE announced that it&#8217;s moving ahead with plans to open a temporary shelter in Green Lake, at Bethany Lutheran Church (7400 Woodlawn Ave NE). At a community meeting in the neighborhood last night, the Ballard incident sparked some heated discussion.  </p>

Back in 2008, the coalition proposed a one-year pilot project for one congregation to host a handful of people, providing them with a place to park and access to hygiene facilities. During the 2008 Sustainable Ballard Festival <a href="http://www.myballard.com/2008/09/27/hygiene-station-unveiled-for-homeless-car-camps/">unveiled the hygiene station</a> above.  &#8220;That project never got off the ground unfortunately for a variety of reasons though we did a lot of work around developing guidelines for operation of the site, a screening checklist, resident/host agreements, acquiring funding, and, of course, constructing the mobile shower,&#8221; Jean Darsie the chair of the coalition tells us. </p>
<p>Now the coalition is proposing that multiple churches help the car campers. &#8220;We are taking a new direction this time and reaching out to multiple congregations in Ballard, asking them to take in one, maybe, two vehicles onto their land and offering a level of support to them based on the congregation&#8217;s ability or willingness to provide,&#8221; Darsie says. </p>
<p>The Ballard Homes for All Coalition is holding a community meeting on Thursday evening at 7 p.m. at the Crown Hill United Methodist Church (8500 14th Ave NW) to discuss this idea. Speakers at the meeting will be Jean Darsie, John Skans from Crown Hill Methodist Church and Sally Kinney from the Interfaith Task Force on Homelessness. 			<content:encoded><![CDATA[<p><a href="http://www.compasscenter.org/index.php">The Compass Center</a>, which <a href="http://www.myballard.com/2009/06/01/crews-prepare-to-demolish-ballard-eyesore/">bought and tore down</a> the house at 1753 NW 56th St (shown below), is expected to start construction on a new facility for homeless men and women this year.<br />

We spoke with Executive Director, Rick Friedhoff, who tells us that Weinstein A|U is currently drawing up the designs for the 80-unit complex. Once the design is approved and a building permit is imminent, which they&#8217;re hoping to happen around August, they&#8217;ll open the project up to bid. Because the cost of construction has come down, the estimated price tag is $15.7 million, down more than $1 million from a year ago. &#8220;You can build more building for the same amount of money than you could a year ago,&#8221; Friedhoff says. </p>
<p>Construction is expected to start in October, which isn&#8217;t the best time of year to get going on a project, &#8220;it&#8217;s a function of the financing&#8221; Friedhoff tells us. </p>
<p>Once built, the seven-story building will be staffed 24-hours a day by Compass, they will provide on-site case management, and the Reach Team from Evergreen Treatment Services will offer counseling and supportive services, according to the <a href="http://djc.com/news/re/12014085.html?cgi=yes">Daily Journal of Commerce</a> (registration required.)</p>
<p>There is an<a href="http://web1.seattle.gov/dpd/luib/Notice.aspx?id=10599"> early design guidance meeting</a> scheduled for Feb. 8 at 6:30 p.m. in the Ballard High School library.</p>

In September, <a href="http://www.myballard.com/2009/09/14/sex-offender-removed-from-share-shelter/">neighbors discovered</a> a convicted child rapist living at the Calvary Lutheran shelter at 70th and 23rd Ave NW.  The Level III sex offender was quickly banished, but neighbors <a href="http://www.myballard.com/2009/10/05/neighbors-make-changes-at-homeless-shelter/">demanded</a> that SHARE screen new members for sex offenders.  Our Redeemer&#8217;s tells My Ballard today that it asked SHARE to conduct the checks, but SHARE &#8220;indicated their inability to do so.&#8221; Prior to the discovery of the sex offender, SHARE had repeatedly refused neighbor requests for the checks, <a href="http://www.myballard.com/2009/04/22/share-sex-offender-screening-un-american/">calling</a> sex offender screening &#8220;un-American.&#8221; </p>
<p>&#8220;I am glad that Our Redeemer&#8217;s stepped up and decided to require sex offender background checks, yet disappointed that SHARE wouldn&#8217;t take this one simple step to ensure the survival of the shelter,&#8221; said one neighbor who wished to remain anonymous.  In a statement later this afternoon, our Redeemer&#8217;s added: </p>
<blockquote><p>&#8220;Our Redeemer’s is deeply saddened that the process of seeking a more effective entry protocol has at times led to neighbors, church members, and homeless people taking apparently opposite sides, when in fact we are partners in creating safe, compassionate community for all. Most of us want a safe place for people who are homeless to sleep. Reasonable people may disagree on how to reach that goal. Our Redeemer’s asks that all of us involved in discussions about the Calvary campus shelter extend the presumption of good faith to one another and treat each other with respect.&#8221;</p></blockquote>
<p>Our Redeemer&#8217;s says no date has been set for the shelter&#8217;s closure, and the timing may hinge on SHARE&#8217;s ability to find a new location. SHARE has been unavailable for comment. </p>

			<content:encoded><![CDATA[<p>More than a hundred neighbors who live near the Calvary Lutheran homeless shelter say they want sex offender background checks or the shelter must be relocated or shut down, according to newly-released minutes of a meeting held with SHARE and Our Redeemer&#8217;s Church last week.<br />

Last month, neighbors were alerted by the Sheriff&#8217;s Department that a Level 3 sex offender was staying at the shelter.  After learning the news from the neighborhood, SHARE promptly <a href="http://www.myballard.com/2009/09/14/sex-offender-removed-from-share-shelter/">removed the man</a>, who had been previously convicted of child rape.  At last week&#8217;s meeting, SHARE said the Department of Corrections was supposed to notify them whenever a sex offender registered with an address that matched a shelter.  But a neighbor said she spoke with DOC and discovered the process only works when sex offenders notify the DOC that their new residence is a homeless shelter, as they&#8217;re required to do.  SHARE said it plans to meet with DOC and the Sheriff&#8217;s Department to discuss the breakdown in communications and to establish a better system.</p>
<p>In the meantime, SHARE says it&#8217;s not accepting any new residents at the Calvary Lutheran homeless shelter until a &#8220;new screening protocol&#8221; can be put into place.  SHARE also said the screener who questioned the sex offender is no longer working with the organization.</p>
<p>According to the meeting minutes, 146 neighbors in Loyal Heights signed a petition that asked that SHARE begin screening for sex offenders or the shelter should be shut down or relocated.  A survey of 78 neighbors found that 96% want a sex offender check. SHARE <a href="http://www.myballard.com/2009/04/22/share-sex-offender-screening-un-american/">has refused</a> to conduct sex offender checks as part of the new resident screening &#8212; relying instead on the DOC notifications &#8212; but they left open the possibility of revisiting the idea.</p>
<p>Neighbors said they want to hear back from SHARE and Our Redeemers by October 8th, but both said that date was too early to come to an agreement on a new entry screening protocol.   We&#8217;ll keep you updated.</p>

This weekend a My Ballard reader posted a <a href="http://www.myballard.com/forum/topic.php?id=1869">notice</a> in the forum claiming that a Level III sex offender was living at the church for a few weeks.  We spoke with Alan at SHARE this morning, and he confirmed a sex offender moved into the shelter on August 21st.  Alan said they discovered the man&#8217;s background on Saturday, and SHARE members removed him on Saturday night.  </p>
<p>Neighborhood members of the task force set up to monitor the shelter reacted in an email this morning.  &#8220;We have communicated to [Our Redeemer's Pastor] Steve Grumm our extreme disappointment, concern, and frankly, anger that this situation was allowed to occur,&#8221; they wrote.  &#8220;We have demanded that rigorous screening for sex offenses be immediately implemented for each prospective shelter resident before he is allowed to use the shelter.&#8221; </p>
<p>Despite the neighborhood&#8217;s repeated <a href="http://www.myballard.com/2009/05/10/controversial-homeless-shelter-moving-to-ballard/">requests</a>, SHARE <a href="http://www.myballard.com/2009/04/22/share-sex-offender-screening-un-american/">refused</a> to conduct sex offender checks, even calling them &#8220;un-American.&#8221;  Alan says that the discovery of this sex offender does not change their stance. &#8220;We&#8217;ve never had a problem,&#8221; he said. &#8220;It doesn&#8217;t change anything.&#8221; We spoke with one neighbor who lives near the church. &#8220;This is what we were concerned about,&#8221; he tells us. &#8220;They are no longer welcome in my neighborhood.&#8221;</p>
<p>The neighborhood task force said it will be meeting with Pastor Grumm soon to discuss how the screening will be implemented.  We have contacted Pastor Grumm for a comment, and will post it as soon as we hear back.<br />

			<content:encoded><![CDATA[<p>At the Ballard District Council meeting Wednesday night, the Compass Center previewed their plans to build a facility for the homeless at the <a href="http://www.myballard.com/2009/06/01/crews-prepare-to-demolish-ballard-eyesore/">now-empty lot</a> at 1753 NW 56th St.  The 7-story building will feature 80 units of permanent housing for both homeless men and women. (Earlier plans were for a women-only facility.)  &#8220;We have no worries about filling 80 units of housing,&#8221; said M.J. Kiser with the Compass Center. &#8220;We&#8217;re just anxious to get it up and going.&#8221;  The facility will be staffed around the clock, and Kiser said they&#8217;ll offer support services including treatment for mental health and substance abuse. &#8220;I know we&#8217;ll have some of the folks from Ballard, but unfortunately we have 80 units, and there are more than 80 homeless folks in Ballard,&#8221; she said.<br />

As for when the facility will open, the Compass Center said they expect to finish construction in February of 2012.  In the meantime, they plan to level the ground and plant grass in the empty lot.  One neighbor at the council meeting, Michael Wolf, asked if he could suggest ideas for the empty lot in the meantime.  Some of the ideas, he told us after the meeting, include a community garden, public art or just a place for people to sit and enjoy a cup of coffee.  Compass Center organizers said they invite ideas from the neighborhood, so stay tuned.</p>

			<content:encoded><![CDATA[<p>On May 30th, a group of homeless men moved into a <a href="http://www.myballard.com/2009/05/20/neighbors-hear-homeless-shelter-plans/">SHARE shelter</a> at the vacant Calvary Lutheran Church in Ballard.  As you may remember, it was a <a href="http://www.myballard.com/2009/02/26/emotions-run-high-at-homeless-shelter-meeting/">controversial</a> addition to the neighborhood.  A task force comprised of neighbors, SHARE and members of Our Redeemers Church was set up, and My Ballard received an email of the minutes from their last meeting in July.<br />

There are 13 people using the shelter, the task force reports.  The turnover rate has been pretty high &#8212; likely due to the location change and the fact that shelter occupancy rates tend to drop off in the summer months.  &#8220;Some neighbors have noticed an increase in family use of Salmon Bay Park and noted overall quiet in vicinity since SHARE moved in,&#8221; the minutes read, explaining that SHARE members conduct security checks in the area three times a night.  There have been three reports of loitering, when residents arrive before 7 p.m.  And a neighbor reported seeing a SHARE member during the day inside the 10-block exclusion zone around the church.  &#8220;This issue has been addressed,&#8221; the report reads, adding that neighbors should contact Marvin, SHARE&#8217;s organizer, immediately with any rule violations.  </p>
<p>The Ballard Food Bank is within the 10-block zone, so SHARE members are restricted from going there. People are welcome to drop food off for the residents on any evening. &#8220;SHARE residents expressed appreciation for donations of food, clothing and 2 refrigerators,&#8221; the minutes read. &#8220;Overall, things are working out great,&#8221; a SHARE member said.</p>

			<content:encoded><![CDATA[<p>About 80 neighbors gathered at Calvary Lutheran Church in Loyal Heights Wednesday night for a community meeting about the SHARE homeless shelter that&#8217;s <a href="http://www.myballard.com/2009/05/10/controversial-homeless-shelter-moving-to-ballard/">moving</a> into the building on May 30th.  Our Redeemers Pastor Steve Grumm and a half-dozen SHARE members, with the help of a moderator, explained the shelter&#8217;s ground rules and fielded a wide range of questions.<br />

Pastor Grumm said that the church will check in with the shelter members every night, and a task force will be created with neighbors to address any new concerns that arise.  SHARE members briefed neighbors on their rules &#8212; no alcohol, drugs or loitering in the area &#8212; and they plan to provide safety patrols for a two block radius around the church every hour from 7 to 10 p.m.<br />

&#8220;I&#8217;m really glad you&#8217;re going to be in our neighborhood,&#8221; said Sharon, who lives nearby.  &#8220;We welcome you.&#8221;  While many neighbors agreed, others felt Our Redeemers and SHARE didn&#8217;t go far enough to ensure a safe environment.   &#8220;I feel the concerns we brought up fell on deaf ears,&#8221; said Ivan, who was a member of the neighborhood task force that worked with the church and SHARE.  He focused most of his frustration at SHARE, which has <a href="http://www.myballard.com/2009/04/22/share-sex-offender-screening-un-american/">refused</a> to submit to &#8220;un-American&#8221; background checks, one of the key <a href="http://www.myballard.com/2009/05/07/church-votes-on-shelter-results-on-sunday/">requests</a> from neighbors.  &#8220;We&#8217;re dealing with an organization that hasn&#8217;t shown one ounce of willingness to negotiate,&#8221; Ivan said.  SHARE, meanwhile, defended their screening process and system of accountability. &#8220;We manage ourselves,&#8221; said Benjamin.  &#8220;If someone goes off into someone&#8217;s yard, we call the cops. We&#8217;re responsible for what goes on.&#8221;   Other neighbors asked for better communication, namely a 24-hour phone number they could call if problems arise.<br />

The surprise guest of the night was Seattle Deputy Mayor Tim Ceis who stood up to answer a question about the legality of hosting a homeless shelter at the vacant church.  &#8220;We don&#8217;t require permits for churches when they want to minister to the homeless,&#8221; he said, explaining the homeless problem is greater than the city can solve on its own.  &#8220;The mayor asked for churches to open their doors to help.&#8221;  The SHARE shelter is moving in on May 30th.</p>

			<content:encoded><![CDATA[<p>The congregation of Our Redeemer&#8217;s Church voted Thursday night on whether to open a SHARE homeless shelter at the vacant Calvary Lutheran Church in Loyal Heights.   The results will be revealed to the congregation on Sunday.<br />

After the two-hour meeting, Pastor Stephen Grumm told us the vote was passionate, fruitful and honest.  &#8220;There were lots of diverse opinions,&#8221; he said, explaining the ballots have yet to be counted. About three dozen people attended the closed-door, congregation-only meeting.<br />

Neighbors of Calvary Lutheran delivered a two-page letter to Pastor Grumm to read to the group.  The letter mapped out three conditions: church accountability of the building, direct oversight of the shelter, and required sex offender background checks on the shelter members.  But SHARE members <a href="http://www.myballard.com/2009/04/22/share-sex-offender-screening-un-american/">have refused</a> the sex offender background check requirement, explaining they have a policy that sex offenders are not allowed to stay at their shelters.  </p>
<p>In the letter, neighbors explained they spoke with the King County Sheriff&#8217;s office about how they keep tabs on homeless sex offenders.  &#8220;[Deputies] said the only way that SHARE would know if they have a registered sex offender staying with them is if they did a background check either by calling the King County Sex Offender Unit or by checking on their website,&#8221; the letter reads. &#8220;Due to the large number of small children and the presence of a daycare center nearby, we feel it&#8217;s imperative to ensure the safety of those children by obtaining these background checks.&#8221;  We&#8217;ll let you know the results of the vote on Sunday.</p>

			<content:encoded><![CDATA[<p>While we were attending Saturday&#8217;s <a href="http://www.myballard.com/2009/05/02/spring-cleaning-in-central-ballard/">clean-up event</a>, a concerned neighbor took us on a tour of &#8220;the Jungle,&#8221; an overgrown strip of land between Ballard Ave. and Shilshole along 22nd Ave. She told us the Jungle is a hotbed of drug use and a popular homeless hangout, especially at night.<br />

We didn&#8217;t see any homeless on the property, but bedding and trash littered the area.  Ballard District Coordinator Rob Mattson confirmed that some business owners and neighbors have complained about the land in recent weeks.<br />

Much of the property is owned by the Olympic Athletic Club, which operates the parking lot there.  The concerned neighbor, who asked us not to use her name, approached a city representative at today&#8217;s clean-up event to see if crews could clear out the brush and trash.  But because it&#8217;s private property, he told her that he needed a signed letter of permission from OAC.<br />

So she ran down Ballard Ave. and spoke to Olympic Athletic Club.  Moments later, she returned out of breath, letter in hand.  &#8220;This is a little unusual,&#8221; the city representative said.  But within a few minutes, a Department of Corrections work crew with brush-clearing equipment moved in.<br />

By noon, workers had cleared out trash, bedding and heavy brush in the most problematic part of the Jungle (compare this photo to the first one above).  &#8220;I think the mayor put a tool in our hands today, and we were able to utilize it beyond our expectations,&#8221; she told us. &#8220;Every little step is an improvement in our attempt to keep our city safe, and we are extremely grateful.&#8221;</p>
<p>We&#8217;re told the work crew will also be picking up trash under the Ballard Bridge in coming days, another popular homeless hangout.</p>

<p>One neighbor who&#8217;s been actively involved in these conversations says a representative from the neighborhood will be attending the May 7th vote to present their position.   &#8220;I hope the congregation takes into account the neighborhood views and concerns,&#8221; he said.  &#8220;We&#8217;ve been working in good faith and hope they will, too.&#8221;  Another neighbor, who also asked that we not use his name, expressed his frustration that the decision will be in the hands of the Our Redeemer&#8217;s congregation. &#8220;I was formerly against this shelter -– now I am steadfastly against this shelter,&#8221; he said.</p>

My Ballard reader Mymble contacted SPD about the tents.  &#8220;Officer Haag, SPD, emailed me today to say he has contacted one of the groups using one of the large camping tents,&#8221; writes Mymble in the forum.  &#8220;He has given them 48 hours to move the tents and stated he would follow up to be sure they do move.&#8221;  Several readers have spotted other tents in Ballard, including a few along the new extension of the Burke-Gilman trail on the way to Golden Gardens.</p>

After the emotional meeting, five neighbors gathered up the complaints, questions and concerns and presented them at a smaller, private meeting with three from the church and seven from SHARE/WHEEL, the group that organizes the nighttime shelters. One of the members of the neighborhood group, who wishes to remain anonymous, tells My Ballard that last week&#8217;s meeting was &#8220;friendly, productive and we&#8217;re moving forward.&#8221; He says the concerns were boiled down to two main points. The first, he tells us, is the vacancy of the building. Many neighbors are requesting that the church provide supervision and make sure the men staying there are held accountable. The second point is that the majority of neighbors have insisted on background checks. Specifically a search of the sex offender database.<br />

The neighborhood group conducted an unscientific poll, and they discovered that roughly one-third of neighbors within a three-block radius of the church opposed the shelter, some feeling that Ballard has taken in more homeless than other neighborhoods. One-third of the neighbors support the shelter with conditions and one-third are supportive as is. There are also a few on either end of the spectrum: absolutely against it and absolutely for it. He says that &#8220;the amount of neighbors participating is surprising.&#8221; </p>
<p>According to the neighbor, members of the church are now working on an agreement with SHARE/WHEEL. He was pleased with the outcome of last week&#8217;s meeting and says, &#8220;from our point of view, they&#8217;re trying.&#8221;  There are plans to hold another public meeting in the next few weeks.</p>

Rick Friedhoff, executive director of <a href="http://www.compasscenter.org/">The Compass Center</a>, says that no matter what they do they can&#8217;t seem to keep transients out of the building that&#8217;s <a href="http://www.myballard.com/2008/11/06/housing-for-chronically-homeless-to-open-in-ballard/">slated</a> to become a 60-unit facility to house single homeless women. People break in and smoke and use little stoves to cook and keep warm, he told the Ballard District Council on Wednesday. He&#8217;s afraid that if there&#8217;s a fire, there&#8217;s no easy way out. &#8220;To us it&#8217;s a threat to life, so we have petitioned the city to take it down.  But it&#8217;s very difficult to take down a building like this, because the city wants you to have a Master Use Permit for what&#8217;s going to go up next.&#8221; </p>
<p><img src="/images/compass_center.jpg" class="right">Unfortunately for a non-profit like The Compass Center, that&#8217;s very difficult. &#8220;Due to the economic crisis, low income housing, just like any other housing, the financing for it right now is very difficult,&#8221; Friedhoff said. The organization wants to get financing lined up from start to finish before applying for a Master Use Permit. In the meantime, he&#8217;d like to make the land something that Ballard could use. &#8220;We would take the structure down and it would just be a vacant piece of property. We would put in grass or we would allow it to be used by some method that the Ballard community wanted it to be used.&#8221; </p>
<p>In a week, a city inspector will head out with Friedhoff to check out the property. The goal is to determine if the building fits the criteria to be torn down. &#8220;To make it habitable,&#8221; Friedhoff said, &#8220;It has be more than one half the replacement cost of the property.&#8221; He believes the place is beyond repair, helping their cause to tear it down without a Master Use Permit. But for now the green boarded up building sits and waits. </p>

&#8220;Because we believe it is part of our mission to create partnerships with the community and to be a good neighbor, we have decided to postpone by four weeks the move-in date for the 20 men who will be sheltered in our Calvary building.  During this time, we will work with SHARE to develop an agreement that defines accountability and safety.  A task force has been formed to facilitate this process, including representatives from Our Redeemer&#8217;s, SHARE, and the neighborhood surrounding the shelter location.&#8221;

<p>Grumm said the task force&#8217;s first meeting is Thursday, March 5th.  Another community meeting will be held later in March.  Grumm said the West Seattle Church of the Nazarene has agreed to delay the homeless shelter&#8217;s moving date, originally scheduled for today, for 7 days.  &#8220;We feel a sense of urgency in completing an agreement with SHARE because we want these men to have safe shelter on these cold nights,&#8221; Grumm said.</p>

Our Redeemer&#8217;s Pastor Steve Grumm, whose church merged with Calvary Lutheran last year, led the discussion with neighbors and 7 members of SHARE/WHEEL, the group that organizes the nighttime homeless shelters.  At times members of the audience shouted questions, demanding why they just learned of the plan on Monday.  &#8220;I apologize for the time frame that&#8217;s taking place.  This is not typically how we make decisions,&#8221; Grumm said, explaining they were approached by SHARE/WHEEL a couple weeks ago.  &#8220;Our problem is these people were left without a place to sleep by March 1st.&#8221;<br />

The SHARE/WHEEL members on the stage, all homeless, explained the rules of the shelter and how they police themselves: no alcohol, no drugs and doors are locked between 7 p.m. and 7 a.m.  &#8220;Each one is held accountable each and every day,&#8221; said one of the members named Nicholas.  But when the SHARE/WHEEL members were asked for details about the mandatory screening process, they said it consisted of an interview and no warrant or sex offender background check.  &#8220;I want accountability before you move into my neighborhood,&#8221; demanded Diane Travis, who said she&#8217;s lived across the street for the last 38 years.  Another neighbor explained his wife has been running a licensed, in-home daycare for the last 15 years.  &#8220;(It&#8217;s) 329 feet away from that wall,&#8221; he said, pointing to the side of church.  A woman stood up and said her child attends the daycare.  &#8220;I totally support getting everyone off the streets,&#8221; she said, pausing to choke back tears.  &#8220;But I have to protect my child.&#8221;<br />

SHARE/WHEEL explained they don&#8217;t have a system or the financing to conduct background checks.  Jessie Israel, who said she&#8217;s on the board of the Ballard Food Bank, said they could offer them background checks for free.  SHARE/WHEEL members promised to meet with her to discuss the idea.  Terry Mattson, pastor of the West Seattle Church of the Nazarene, where the homeless shelter is currently housed, spoke out against mandatory warrant and sex offender checks.  &#8220;We would not require that of our neighbors or each other,&#8221; he said. &#8220;It&#8217;s not an appropriate response.&#8221; Mattson explained that they had just two incidents over the last 13 months &#8212; police were called once, for a belligerent member who showed up drunk and was banned from the shelter.  &#8220;Our neighbors love us,&#8221; said Mark, one of the SHARE/WHEEL members on the stage.  &#8220;Why don&#8217;t you give us a chance?  We can be gone in 24 hours.&#8221;<br />

Roughly a third of the neighbors who spoke said they supported the shelter, background checks or not. &#8220;I can&#8217;t imagine a more appropriate use for an empty building to house people who don&#8217;t have a place to stay,&#8221; said Joseph Azel, who said Pastor Grumm had a &#8220;Christian obligation&#8221; to take in the homeless.<br />

The audience offered lots of suggestions, including a 3 week delay to nail down some details about the plan.  Or a 3 week trial period.  In the end, Pastor Grumm promised to take a hard look at the community feedback before giving the final green light to move the shelter into the church on Saturday.  &#8220;This was significant enough for us to say, hey, do we need a new tactic here?&#8221; he told My Ballard after the meeting.  He said he would be meeting with SHARE/WHEEL as well as keeping in contact with neighbors over the next few days.  &#8220;When we woke up this morning, we were moving in this Saturday,&#8221; said SHARE/WHEEL member Ken as he walked toward the door.  &#8220;That issue is up in the air.&#8221;   We&#8217;ll let you know as soon as a final decision is made.</p>

Now several months later, they&#8217;ve reached an agreement with St. Luke&#8217;s Episcopal Church on 57th St. and 22nd Ave. to host the first car camp in the parking lot.<br />

The camp is small: just one occupant living out of his trailer for now (seen on the left), and BHFAC organizer MaryLee Mahar tells My Ballard the plan is to take it slow and see how it goes.  &#8220;We&#8217;d like the homeless to get a chance and be safe,&#8221; Mahar said. &#8220;They really can&#8217;t get ahead from all the (parking) tickets they get from the police.&#8221;  The man has passed a Washington State Patrol criminal background check and has agreed to follow the SHARE/WHEEL rules regarding his behavior, such as no alcohol or overnight guests.<br />

Mahar recognized that some neighbors surrounding St. Luke&#8217;s may not be pleased, but she said they&#8217;re keeping a close eye on the camp.  &#8220;We all have to have some compassion,&#8221; Mahar said. &#8220;Any of us anytime could be in the same position.&#8221;  As for &#8220;Rover 1,&#8221; the mobile hygiene station that was <a href="http://www.myballard.com/2008/09/27/hygiene-station-unveiled-for-homeless-car-camps/">unveiled</a> at the Sustainable Ballard Festival in September, Mahar said it&#8217;s not quite ready to be deployed and may not fit in St. Luke&#8217;s small parking lot.</p>

SHARE&#8217;s one-year <a href="http://westseattleblog.com/blog/?p=5908">arrangement</a> with the Church of the Nazarene in West Seattle is expiring on March 1st, and the group was looking for a new home for another one-year run.  &#8220;(They&#8217;re) a responsible and accountable group,&#8221; Grumm said, pointing out that SHARE pre-screens all the members, many of them have jobs and the shelters are only open at night.  Once the doors close, members aren&#8217;t allowed to leave until the next morning.  &#8220;They&#8217;re places where people have hit some crisis in their life,&#8221; he said.  </p>
<p>Grumm said he spoke to other churches that also host SHARE shelters, such as St. John&#8217;s Lutheran on Phinney Ridge, and the reviews have been very positive.  Flyers have been distributed to neighbors in the area, and all are invited to a meeting at Calvary Lutheran on February 26th at 7 p.m.  The group is expected to start moving in on February 28th. She told the Ballard District Council Wednesday night that in recent weeks they&#8217;ve been drinking beer and even selling drugs.  &#8220;It&#8217;s a different issue being homeless and breaking the law in the park,&#8221; she said. Sangrey said the homeless are holding &#8220;parties&#8221; at Bergen Place as well as Marvin Gardens nearby (the small park with the Centennial Bell Tower), and she wanted to bring the issue to the attention of the neighborhood and the city.<br />

After the meeting, we went down to Bergen Place to snap some photos.  Two panhandlers on the Market St. side were dancing to music and aggressively asking people for money, and another panhandler stood on the northwest corner of the street.  This is not the behavior that Sangrey is referring to, but it helps illustrate that we&#8217;re seeing more homeless in the Seattle area &#8212; 15 percent more over last year, according to a <a href="http://seattlepi.nwsource.com/local/350571_panhandle08.html">a count</a> in December.</p>

			<content:encoded><![CDATA[<p>Late last night, police say a homeless man was <a href="http://seattletimes.nwsource.com/html/localnews/2008552591_webstabbing23m.html">stabbed in the back</a> after a fight over a beer at 46th and Leary.  Officers say they later arrested two suspects inside a vehicle that resembled an ambulance in the 1100 block of Ballard Ave.  Conditions inside were filthy, police say.  You may remember, Ballard&#8217;s last <a href="http://www.myballard.com/2008/03/02/man-beat-to-death-in-his-car/">murder</a> occurred in March in a vehicle on 48th and Leary &#8212; an area popular with homeless people camping in their cars. With winter upon us one local businessman is helping with a coat and sock drive. This week is National Hunger and Homelessness Awareness Week and photographer David Entrikin of the <a href="http://www.outsidersexhibit.net/index.html">Outsiders Exhibit</a> is asking for help to keep the homeless warm.<br />

Entrikin started taking pictures of Seattle&#8217;s parks a few years back when he ran into a former pastor who had fallen on hard times and was living in a tunnel. The man inspired Entrikin to change his focus from parks to the homeless. Now, in a 3,000 square foot studio at <a href="http://maps.google.com/maps?f=q&#038;hl=en&#038;geocode=&#038;q=4611+11th+Ave.+NW,+seattle,+wa&#038;sll=37.0625,-95.677068&#038;sspn=38.554089,91.318359&#038;ie=UTF8&#038;ll=47.662699,-122.370787&#038;spn=0.008021,0.022295&#038;z=16&#038;g=4611+11th+Ave.+NW,+seattle,+wa&#038;iwloc=addr">4611 11th Ave. NW</a>, 1500 photographs are on display portraying Seattle&#8217;s homeless. The exhibit has been very popular with about 250 middle school students, teachers, homeless &#038; homeless advocates coming to learn from Entrikin. 			<content:encoded><![CDATA[<p>Back in September, the Ballard Homes for All Coalition <a href="http://www.myballard.com/2008/09/27/hygiene-station-unveiled-for-homeless-car-camps/">unveiled Rover 1</a> at the Sustainable Ballard Festival &#8212; a hygiene station designed for homeless car camps.  And tonight at the Ballard District Council meeting, organizers say they&#8217;re &#8220;very close&#8221; to identifying the Rover 1&#8217;s pilot location. &#8220;We are starting with a single site at a church,&#8221; said Jean Darsie.  &#8220;We don&#8217;t have one designated, but we think we&#8217;re close.&#8221;  Darsie said that it would consist of three to four cars &#8220;and at most six people.&#8221;  The homeless who use the Rover 1 would be pre-screened, just like the tent cities, and a &#8220;part time organizer will manage the site in cooperation with residents&#8221; in the surrounding area.<br />

A member of the audience raised the concern that not everyone is in favor of the idea.  &#8220;What you have here, for the most part, is the choir,&#8221; she said to the council, and she asked what was being done to let the community know about the initiative.     Ballard District Coordinator Rob Mattson urged those in attendance to talk to their neighbors and nearby businesses about the idea, and he underlined the point that although the city was &#8220;willing to give this a shot as a demonstration project,&#8221; it was not going to monitor or be responsible for it.  Representative Mary Lou Dickerson, who supports the idea, emphasized that it was just one pilot site.  &#8220;We&#8217;re talking about three to four cars,&#8221; she said.  </p>
<p>We&#8217;ll let you know the pilot location as soon as it&#8217;s announced.</p>

The United Way of King County says it has purchased the property along with the City of Seattle for the <a href="http://www.compasscenter.org/index.php">Compass Center</a> to build a facility with 60 housing units for the homeless. It&#8217;s the first of three or four purchases that will add 150 to 200 units in the city. The United Way spent $800,000 for the land and the city used $1.2 million from the Seattle Housing Levy. The project is just in the beginning stages, but the United Way says that once the facility is up and running they plan on providing support services for the residents. We&#8217;ve contacted the Compass Center to get more information on the project and will update the story when we hear back. (Thanks Bryan for the tip!)</p>
<p><b>Adds Amy</b> in comments: &#8220;I am an employee of the Compass Center and a resident of Ballard for 10 plus years. We never portrayed it as anything other than it is, a place for single homeless women to reside on a transitional basis (12-24 months) with counseling and support. We will demolish what is there now and build a new structure where people experiencing homelessness will reside and receive services. If any of you have any question as to how we help people develop community or what our projects do to property values, I encourage you to call us and tour our women’s program in the Cascade neighborhood, our Veterans program in Shoreline, our men’s program in Pioneer Square, our Family Program on 1st Hill, our day center in Belltown or any of our other 10 programs.&#8221;</p>
