A Fremont block that was once home to Caffe Ladro, Baila Bar, Norm’s Eatery & Alehouse, Roxy’s Diner, and the Backdoor is slated to be redeveloped into a seven-story apartment building with ground-floor commercial space.
Developer Holland Partner Group has submitted plans for a project that would bring roughly 185 apartments and street-level retail to the site along 452 N 36th St. Parking for 85 vehicles is included in the plans.
The redevelopment plans come after the permanent closure of the three longtime Fremont businesses last year. In September 2024, owners Christia Lowdermilk and Chad Regal said economic challenges led to the closures of Norm’s, Roxy’s, and the Backdoor.

Norm’s Eatery was known as one of Seattle’s first dog-friendly bars, while Roxy’s operated as a classic Jewish deli and the Backdoor served as a speakeasy-style lounge hidden behind the diner.
At the time, Lowdermilk told The Seattle Times that “the profitability of the businesses” was not what they expected after taking over the businesses in 2023.
Fremont’s Caffe Ladro, also part of the redevelopment block, closed in March. And its neighbor, Baila Bar, closed earlier this year, relocating to 912 12th Ave.
Permit activity suggests the project is moving forward through Seattle’s review process. Demolition and shoring work are under review.
